Please help me identify this D&D product?

I don't remember if it was a module or a campaign setting but the cover art featured an ogre and an ogre magi attacking a man and woman that were traveling in a wagon the ogre was beating the man up, while the ogre magi was reaching for the woman who was leaping away. Does any one know the product I am talking about?
